Biography

Dr. Francia Doñe Henry is an expert in leadership with over 25 years of law enforcement experience. Dr. Henry specializes in program evaluation and organizational leadership for all types of organizations.

Dr. Henry served honorably in the United States Army for over 13 years with time in Kosovo, Kuwait, Iraq and state side.  As a United States Combat Veteran, Dr. Henry has national and international experience with government and private entities in the United States and Globally.

She earned her Bachelors of Science from Saint John’s University in Staten Island, NY, her Master of Arts in Criminal Justice from the Pennsylvania State University in Harrisburg and her Doctorate in Administration and Leadership Studies from Indiana University of Pennsylvania.

Dr. Henry’s background is rooted in criminology, law enforcement, program evaluation and research, investigation procedures, accreditation, policy analysis and development, along with several other related fields. Dr. Henry has teaching experience as an instructor in the United States Army and at the Harrisburg Area Community College where she has over 20 years of teaching experience. Her studies have focused on delinquency prevention for youth and police leadership, organizational development, and administration and management.

Dr. Henry has obtained several grants from the Pennsylvania Commission on Crime and Delinquency where she has been the grant manager and project manager creating programs for police and youth, developing solutions to conflicts, and conducting research for the overall purpose of helping youth refrain from delinquency. Dr. Henry has extensive experience with budgeting, resource allocation, human resources, instruction, and data analysis. She is currently employed by the Susquehanna Township Police Department where she earned the rank of Lieutenant.

Dr. Henry volunteers on several organizational boards in the Harrisburg area such as the Diversity Coalition, Dauphin County Chiefs of Police organization, Latino Hispanic professional’s organization, HACC Public Safety committee, and the PA Disproportionate Minority Contact Committee, Susquehanna Township High School Diversion committee, and she volunteers as a big sister with Big brothers Big sisters’ Bigs in Blue program.
